Learning Lags In order that markets can be efficient (see EFFICIENT MARKETS HYPOTHESIS), there must be no learning lags, i.e., news must be completely and evenly distributed in the market, and no one or no group should have any information advantage to be able to manipulate the market. In other words, there should be no Rothschilds to exploit the exclusive early news of the English victory in the battle of Waterloo received through a courier pigeon, for stock market gains.
